Civil case - civil rights. District court erred in finding plaintiff's
complaint failed to state a claim; even though the defendant Land
Clearance for Redevelopment Authority was acting outside of its
authority when it purported to deny plaintiffs' application for a sign
permit, the plaintiffs have sufficiently alleged that the Authority acted
under color of state law in purporting to deny the permit.
