   Civil case - employment discrimination. Plaintiff's letters to the
   Director of the USDA's Office of Civil Rights satisfied the EEOC
   counselor contact requirement under 29 C.F.R. Sec. 1614.105(a), as the
   letters initiated contact with an agency official logically connected with
   the EEO process and demonstrated plaintiff's intent to begin the EEO
   process; as a result, the district court erred in granting the USDA
   summary judgment based on its finding plaintiff had failed to exhaust her
   administrative remedies.
