Prisoner case - prisoner civil rights. Plaintiff's evidence failed to
establish a policy or custom of deliberate indifference to medical needs at
the Hennepin County Detention Center; medical supervisor's decision to
delay an x-ray of plaintiff's jaw for a day or two established, at worst,
negligence, and would not support a claim for a constitutional violation;
plaintiff failed to establish that the Detention Center's official policies
reflected deliberate indifference to medical needs; employee's testimony
concerning shortfalls in the provision of medical care was insufficient to
establish the kind of pervasive patter of constitutional violations required
to create liability on behalf of the County or the supervisor in her official
capacity.
