   not have subject matter jurisdiction over plaintiff's takings claim as
   she had not exhausted available state procedures for seeking just
   compensation; assuming plaintiff has identified a protected property
   interest, the planning commission's decision to deny a permit did not
   violate her right to substantive due process because the city's denial
   was not irrational.
