Civil Case - Civil Rights - First Amendment. District court's grant of
permanent injunction barring distribution of Bibles on school property
during the school day is affirmed. Grant of declaratory judgment is
reversed, as incorporation of permanent injunction is superfluous and
portion granting judgment "on complaint" is ambiguous, and judgment
prohibiting implementation of policy is unnecessary. Judge Beam and
Judge Kyle each separately concur.
