   Civil case - civil rights. District court erred in finding plaintiffs' claims
   were barred by the Rooker-Feldman doctrine; however, to decide the
   merits of the plaintiffs' Section 1983 action would violate the Full Faith
   and Credit Act, and the district court did not err in dismissing the
   complaint; dismissal modified to be a dismissal with prejudice.
