District court's erred in granting motion to suppress statement and crack cocaine found in defendant's pocket when he was questioned in connection with a routine traffic stop; Miranda warnings were not required because defendant was not subjected to the functional equivalent of a formal arrest before the office asked him questions. Fifth Amendment challenge can be raised on remand.
