District court did not err in concluding defendant police chief's conduct during plaintiff William Cavataio's arrest was objectively reasonable as a matter of law and did not constitute excessive force; various evidentiary challenges rejected; district court did not err in granting summary judgment for the chief on plaintiff Mary Lou Cavataio's substantive due process claims as her allegations did not meet the "shocks the conscience" threshold; without a constitutional violation by individual officers, there cannot be municipal liability, and the district court did not err in granting the city's motion for summary judgment.
