Services. Centers for Medicare and Medicaid Services' decision rejecting
Iowa's changes to the state's Medicaid program relating to multiple
source drugs was based on a reasonable interpretation of the applicable
regulations and the rejection of the plan was not arbitrary, capricious,
an abuse of discretion, unsupported by substantial evidence or contrary
to law.
