   commitment order, petition for writ of habeas corpus raising claim state
   court lacked subject matter jurisdiction on activities on Indian
   reservation is subject to procedural default rules. Court cannot
   consider whether failure to file timely appeal can be cause for default
   because defendant did not raise independent claim of ineffective
   assistance of counsel in state court.
