Civil case - Civil rights. In suit brought by family of a man murdered
while he was being held in the Sherburne County jail, the county's
booking policy for inmates brought from other facilities was not
unconstitutional; because the policy was facially lawful and did not
compel unconstitutional action, plaintiffs must meet the high burden of
showing that the county's decision to maintain the policy was made with
deliberate indifference to its known or obvious consequences; here
plaintiffs failed to show that the county had any notice that its booking
policy was so inadequate that a constitutional violation was inevitable,
and the district court did not err in granting defendants' motion for
summary judgment.
