Petition for Review - Immigration. The BIA did not err in rejecting
petitioner's argument that his imprisonment in the admittedly-harsh
conditions of Haitian prisons would qualify him for CAT relief; a
petitioner may not obtain relief under CAT unless he can show that his
prospective torturer has the goal or specific intent of inflicting severe
physical or mental pain or suffering upon him; a showing that pain or
suffering is practically certain to occur cannot establish the required
specific intent.
