Petition for Review - Immigration. While petitioners evidence showed
a well-founded fear of criminal violence, it did not establish persecution
as the actions against them were taken by private actors and the evidence
showed the Salvadoran government had investigated and prosecuted the
person accused of killing members of their family; similarly, threats from
the criminal's family lacked any government imprimatur and did not
amount to persecution; even if the petitioners had a well-founded fear of
persecution, there was no evidence they feared persecution on any of the
grounds enumerated in Sec. 1101(a)(42)(A) of the Act.
