Substantial evidence supported the Immigration Judge's conclusion that petitioner did not suffer persecution after he moved to Guatemala City and that he could avoid any potential persecution by relocating there; evidence also supported the IJ's conclusion that there was no objective basis supporting petitioner's fear of future persecution if he returned to Guatemala; denial of withholding of relief and relief under the Convention Against Torture affirmed.
