Civil Case - National Flood Insurance Act. Great Rivers Habitat
Alliance appeals FEMA's granting Letter of Map Revision and district
court's conclusion it lacks subject matter jurisdiction is affirmed.
Appellants failed to exhaust their administrative remedies before the
Federal Emergency Management Agency and judicial review under
Administrative Procedures Act did not apply because 42 U.S.C. Section
4104(g) provides adequate legal remedy. Appellants did not adequately,
if at all, provide scientific or technical evidence and therefore did not
file an appeal with the agency within the meaning of the NFIA.
