defendant's conviction for failure to register as a sex offender; court need
not decide the question of whether officers properly seized and searched
defendant's belongings as any error in admitting the evidence was
harmless in light of the evidence that defendant was residing in South
Dakota; constitutional challenges to SORNA rejected; SORNA applies to
all offenders and the question of whether the Crow Creek Sioux Tribe
had implemented the statute was not determinative.
