Civil case - Employment discrimination. The evidence does not
support a finding that plaintiff reasonably believed that she opposed an
unlawful employment practice by publishing her report on traffic stops in
Omaha, as the report did not examine the police department's
employment practices or challenge any practice as unlawful under Title
VII; as a result, plaintiff could not establish a Title VII retaliation
claim because she not discharged for opposing an unlawful employment
practice; plaintiff was not speaking as a citizen when she published the
report and her speech was not protected by the First Amendment; nor
were plaintiff's comments to the media protected speech since she made
them in her role as public safety auditor.
