Petition for Review - Immigration. Court lacks jurisdiction to review
the BIA's decision that petitioner's application for asylum was time-
barred because it was not filed within one year of his arrival in the U.S.;
with respect to petitioner's claim for withholding of removal, the BIA did
not err in finding that petitioner had failed to adduce sufficient evidence
to show past persecution or that he would be persecuted because of his
political and religious beliefs if he returned to Pakistan; CAT relief claim
was properly denied as there was no evidence that any future torture
petitioner might suffer would have the required nexus with the
government of Pakistan; due process argument rejected; Board did not
abuse its discretion by denying petitioner's motion to reopen. Judge
Melloy, concurring in part and dissenting in part.
