Civil case - Social Security. A child conceived through artificial
insemination more than a year after her father's death did not qualify for
benefits as the dependent child of a deceased worker; the Commissioner's
determination that a natural child of the decedent is not entitled to benefits
unless she has inheritance rights under state law or can satisfy certain
additional statutory requirements is, at a minimum, reasonable and entitled
to deference; the child in this case is not entitled to inherit under Iowa
state law, and the district court's award of benefits is reversed.
