   reimbursements for training expenses of medical residents to hospitals
   who operate nonhospital facilities because the costs were not identified in
   a written agreement between the hospital and the nonhospital sites, a
   necessary requirement under 42 C.F.R. sec. 413.86(f)(4)(ii).
