Petition for Review - immigration. Petitioner claimed refugee status based on
membership of a particular social group composed of young males who had
been previously recruited by gangs and opposed their nature. The BIA found
petitioner ineligible because he was not a member of a particular social group.
A particular social group requires sufficient particularity and visability and
petitioner failed to establish any mistreatment occurred because of his
membership in a particular social group. Judge Bye concurs in the result.
