Criminal case - civil commitment. Government complied with the provisions of the Insanity Defense Reform Act, and the warden's certification that suitable arrangements for state custody and care were not available was sufficient under the statute; statute does not require that the district court must make a finding that state custody and care are not available, nor does it require the government to present any evidence on the question; the statute does not endow the committed person with a judicially-enforceable right to state custody that must be adjudicated at the hearing on civil commitment.
