The Department of Homeland Security acted arbitrarily and capriciously in revoking an alien employment certificate issued by the Department of Labor; the agency's decision failed to take the whole record into account and was not supported by substantial evidence, and its decision is reversed, and the matter is remanded to the district court with directions to vacate DHS's order and remand the matter to the agency.
