Criminal case - Sentencing. Presentation of Anders issues within a
merits brief is inconsistent with the process established by Anders;
defendant's plea agreement waived his right to challenge the substantive
reasonableness of his sentence, and the court would enforce the waiver;
district court did not err in applying Guidelines Sec. 4A1.1 to increase
defendant's criminal history category based on a 1997 conviction for
possession of drugs even though the conviction occurred within the time
frame of the conspiracy involved in this prosecution as the offenses were
separate and distinct.
