Civil case - employment discrimination. While plaintiff made a prima
facie case of discrimination, the city articulated a legitimate,
nondiscriminatory reason for its decision not to hire plaintiff (concerns
about his temperament), which plaintiff failed to show was a pretext for
race, color and national origin discrimination.
