Police had reasonable suspicion that defendant and his vehicle were connected to bank robbery and that suspicion justified an investigatory detention; reasonable safety precautions the officers exercised in approaching the vehicle did not convert the stop to an arrest; defendant's conduct after the stop, including refusal to cooperate and flight, provided probable cause for his arrest; defendant abandoned his vehicle when he left his car open, with the motor running in a public area and fled the police.
