a proposed state court action against property within Improvement
Districts did not violate automatic stay is reversed. Action against
Improvement Districts did not involve property of the debtor or the
debtors themselves, was not an action to gain possession or exercise
control over estate property, would neither divest or likely diminish value
and was not barred by equitable doctrine of laches.
