Civil case - civil rights. Claims related to 2005 raid of plaintiff's kennel
were barred by Heck v. Humphrey since they implied the invalidity of her
criminal conviction for animal cruelty; with respect to claims arising out of
a 2006 raid, the district court did not err in determining plaintiff failed to
exhaust her remedy under Arkansas Rule of Criminal Procedure 15.2;
plaintiff failed to show an unconstitutional custom or policy of the county
was the moving force behind the claimed violations of her rights; claims
against the Humane Society defendants were properly dismissed as they
were not state actors for Section 1983 purposes since there was no
evidence to support plaintiff's claim that they conspired with the county
defendants.
