   recruitment is reversed, as the record established that the vestiges of past
   discrimination have been eliminated to the extent practicable in the area of
   recruitment; partial denial of Pulaski County's petition for unitary status 
   in nine different areas is affirmed; portion of the order terminating the
   State's funding obligations vacated.
