   Civil case - Indian Law. Constitutional challenges to Section 5 of the
   Indian Reorganization Act rejected; district court did not err in
   determining it lacked jurisdiction to consider the County's argument that
   a committee of the Yankton Sioux Tribe exceeded its authority when it
   asked the Secretary of the Interior to take a parcel of land into trust;
   Secretary's decision to acquire the land in trust was neither arbitrary nor
   capricious under the Administrative Procedure Act.
