Criminal case - Sentencing. The alleged procedural error - failure to
follow Guideline Section 4A1.3's instruction regarding moving
incrementally down the sentencing table - was harmless in light of the fact
that the district court clearly stated that the sentence was also based on an
upward departure under the section 3553(a) factors; sentence was
substantively reasonable.
