Criminal Case - sentence reduction. Commission did not exceed its
statutory authority to limit sentence reductions below the bottom of the
amended guidelines range to defendants who had provided substantial
assistance; Commissions's applicable policy statement fell well within its
statutory authority. Policy statement did not violate nondelegation
doctrine and separation of powers; consideration of section 3553(a)(2)
factors provided intelligible principle to guide its work. District court's
reduction to 20% below amended guideline is affirmed.
