Petition for Review - Immigration. Substantial evidence on the record as a whole supports the BIA's determination that petitioner failed to demonstrate past persecution; however, the BIA did not adequately consider one aspect of petitioner's distinct claim of a well-founded fear of future persecution (that the government had a pattern or practice of persecuting members of all opposing political groups), and the matter is remanded for further consideration of the issue.
