Civil case - Civil rights. Meyers litigated the same procedural due
process claims raised in this Section 1983 action in his direct appeal from
his 2009 conviction for failing to register under Minnesota's predatory
sex offender statute, and he is precluded from relitigating the claims in
federal court; similarly he is precluded from litigating a claim that the
registration statute violates substantive due process.
