Civil case - Civil Rights. For the court's prior opinion in the matter,
see Jones v. McNeese, 675 F.3d 1158 (8th Cir. 2012). The district
court erred in determining defendant was not entitled to summary
judgment based on qualified immunity on plaintiff's claims that
defendant's actions deprived him of equal protection and due
process, as plaintiff failed to show that the actions were racially
motivated or that defendant's statements created the level of
stigma required to implicate a constitutionally protected liberty
interest.
