In action alleging the City of St. Paul obtained grants from the U.S. Department of Housing and Urban Development by falsely certifying compliance with Section 3 of the Housing and Urban Development Act of 1968, the district court did not err in dismissing the action for lack of subject matter jurisdiction as plaintiff was not the original source of fraud allegations whiche were based on publicly disclosed information; district court did not abuse its discretion by denying plaintiff's Rule 60(b) motion.
