Civil Case - civil rights - qualified immunity. District court did not err
in granting summary judgment on the basis of qualified immunity to
officer. Officer had probable cause to arrest Branch under the open
container law based on the presence of flask found under the passenger
seat where Branch had been seated, even if the officer proclaimed it
empty. Decision to arrest was reasonable.
