abuse its discretion by denying petitioner's motion to reopen as
petitioner failed to produce material documents that were previously
unavailable at her earlier merits hearing; additionally, petitioner had
not made a prima facie case for her substantive asylum eligibility; BIA
did not err in finding petitioner's Chinese documents were not
authenticated and could not be considered genuine, authentic and
objectively reasonable evidence.
