The purpose of a local ordinance requiring maintenance firms at the Las Vegas airport to maintain insurance coverage was to protect anyone whose property was in the care, custody and control of operators at the airport and Northwest, which entrusted its airliner to a local maintenance operator insured by Westchester, was in the class protected by the ordinance and was entitled to coverage under the policy Westchester issued to the maintenance operator.
