For this court's prior opinion in the matter, see Martin v. Symmes, 782 F.3d 939 (8th Cir. 2015). On remand, this court's vacates Part I of its opinion holding Miller v. Alabama, 132 S. Ct. 2455 (2012) does not apply retroactively to cases on collateral review.
