Officers had reasonable suspicion that criminal activity was afoot, and they had grounds to support a Terry stop; defendant's actions in reaching for his waistband, combined with other circumstances, gave the officers a reasonable suspicion that defendant was armed and dangerous and gave them grounds to detain him and conduct a Terry frisk.
