In responding to Madel's request for oxycodone distribution data for certain companies the DEA withheld five documents in their entirety claiming no reasonably segregable non-exempt information; in reviewing Madel's objections to the DEA's decision, the district court failed to make an express finding on segregability, and the matter must be remanded for further proceedings.
