Civil case - Telecommunications Act of 1996. In an action involving denial
of an application to construct a cellular tower, any delay occasioned by
the County Quorum Court's failure to timely provide the meeting minutes
concerning the denial was harmless; the decision to deny the application
was supported by substantial evidence which showed the tower's scale,
proximity to residences and the surrounding environment made approval
inappropriate in light of the local zoning code.
