[PUBLISHED] [Wollman, Author, with Loken and Bye, Circuit Judges] Civil case - Driver's Privacy Protection Act. For the court's prior opinion dealing with the history, purpose and applicability of the Driver's Privacy Protection Act, see McDonough v. Anoka County, 799 F.3d (8th Cir. 2015), cert. denied, 136 S.Ct 2388 (2016). This opinion deals with thirteen consolidated appeals involving thirteen plaintiffs and hundreds of defendants, alleging hundreds of incidents of misuse of the Minnesota Department of Public Safety's database of driver's license data. The district courts dismissed the actions for failure to state a claim. Some of the dismissals are affirmed, while others are reversed in part and remanded for further proceedings.
