Civil Case - civil rights. District court's grant of summary judgment on
the basis of qualified immunity to staff at Detox Center and Ramsey County
in civil rights action filed by involuntarily committed patient is
affirmed. Excessive force claims in involuntary commitment setting apply
the substantive due process's conscience-shocking standard and Hall's
resistance to efforts to escort him makes the high standard inapplicable;
defendants' conduct was unwise excess of zeal but did not shock the
conscience. Procedural due process claim failed because placement of Hall
in seclusion was not punishment. Conditions of confinement standard for
pretrial detainees applies to involuntarily committed individuals. Hall
failed to establish defendants were deliberately indifferent in delaying
medical treatment.
