Civil case - Administrative Procedure. The Army Corps of Engineers
decision to sanction plaintiffs for violating their permit conditions and
regulations, first for causing herbicide to be sprayed on public property
and then for removing brush from the sprayed property, was not arbitrary
or capricious; there was no due process violation in the case since the
plaintiffs did not have a property interest in their shoreline permits.
