Petition for Review - Immigration. The BIA's findings with respect to past
persecution are supported by substantial evidence in the administrative
record as a whole; nor did the rather dated events petitioner relied on
provide an objectively reasonable basis for a present fear of
particularized persecution directed at him personally because of his
political opinions; the particularized social group claimed by petitioner
- Guatemalan repatriates who have lived in the U.S. for many years and
would be perceived to be wealthy - is too amorphous to qualify as a
cognizable social group for asylum purposes; substantial evidence
supported the BIA's finding that petitioner had failed to prove he could
not relocate within Guatemala; court lacked jurisdiction to review the
IJ's decision to deny voluntary departure.
