and defendant's suspicious behavior, the police had reasonable suspicion
to stop defendant and perform a car or pedestrian check; when the car left
the scene at a high rate of speed the officers were justified under the
Fourth Amendment in stopping the car to investigate whether criminal
activity was afoot.
