Civil case - Federal Tort Claims Act. In action alleging the Department of
Agriculture was negligent in testing plaintiff's pigs for Poricine
Reproductive and Respiratory Syndrome and in reporting the results to
China, the district court correctly concluded the challenged actions were
discretionary since they were governed by discretionary governmental
procedures and susceptible to policy analysis.
