Criminal Case - conviction. On charge of engaging in the business of
manufacturing explosive materials without a license, Belmont challenges
the meaning of "engaged in the business" as he manufactured fireworks as a
hobby, not for livelihood or profit. The government need not prove Belmont
engaged in the business of manufacturing explosives for the purpose of
livelihood or profit and the parties agreed that the explosives were not
for personal use. Based on the quantity of materials and completed or
partial IEDs, there was sufficient factual basis for the guilty plea.
